What exactly is this PISA test?

We hear in the Finland Phenomenon how their students outperform the rest of the world in international testing. The PISA test (Programme for International Student Assessment), is a three-yearly assessment of 15-year old students in OECD member countries. 2009 was the last year of completion. What do these these tests of reading, math, and science look like? Are they pedagogically fit for use in comparing national education systems?
